Michael provides advice and assistance to our public, housing and third sector clients in relation to corporate, commercial and regulatory matters. Having previously worked as both a solicitor and senior policy manager for the Scottish Government, Michael has experience of both giving and instructing legal advice and is aware of exactly what public sector bodies require when instructing legal advice.
As a solicitor, Michael has considerable experience of advising the Scottish Government and its executive agencies on a wide array of commercial and regulatory issues in the areas of civil law and the constitution, health and education, enterprise, the environment, local authorities and housing law. This has included advising on compliance with statutory and common law powers, EU law, ECHR, equality laws, freedom of information and data protection. Michael is also an experienced legislative drafter.
As a senior policy manager, Michael has worked closely with senior Ministers representing Scotland's views on EU laws and policies to the UK Joint Ministerial Committee on Europe and the European Commission as the Head of EU Institutions. He also provided both policy and legal advice on funding arrangements for colleges and universities, student finance and advising on and drafting college and university governance instruments for the Directorate for Advanced Learning and Science.
Michael also spent time on secondment to the Legal Service of the European Commission as a national expert, advising the European Commission on the single market, insolvency laws, intellectual property and other commercial and regulatory matters.
